The industrial workers needed a body to help protect and secure their interests; someone who could represent them collectively with the management in order to address their grievances and get them a fair deal.
Unions came into existence during the second half of the 19th century, however they had limited powers and needed some kind of legislation to legitimise their existence. Hence the Trade Union Act
