The Government felt the need to establish a Fund for financing activities to promote welfare of labour in the State. This helped provide facilities to improve labour working conditions, provide social security, and raise their standard of living.
The facilities are offered by the means of contribution from the employer and the employee. There needed to be a way of regulating this mechanism. Hence, the State Welfare Fund Act
